City Laws of the Isle of Two Scimitars

Scimitar City Laws cover the roleplayed Laws of Scimitar. The Laws are enacted by the High Council of Scimitar and enforced by the Magistrates of Scimitar and the Scimitar Guard, In Character (IC). The City Laws provide one of the bases for enacting roleplayed Gorean stories. (i.e There is no punishment to the player for breaking a City Law, but if you are caught there will be repercussions to your character, in roleplay.)

Criminal Laws

DEATH

(Amended 2nd Day of the 2nd Hand of Se'Var, 10,163 CA)

Damage or destruction of any and all water sources in the Oasis of Two Scimitars, or any other oases under the aegis or control of the Oasis of Two Scimitars, by any exterior means including, but not limited to, poison, contamination by salt or other mineral, breaking the sides of the well, filling the well with timber, brush or debris, or any other function by which the water contained therein is rendered undrinkable and/or unusable. (Added 2nd Day of the 2nd Hand of Se'Var, 10,163 CA) 

The theft of the Homestone or aiding in the theft of the homestone

Murder of a Scimitar Citizen or Resident

Attempted Assassination of a Member of the High Council .

The Desecration of the Temple of the Priest Kings.

Treason - Acting to overthrow the government of Scimitar

DENIAL OF BREAD, SALT AND FIRE ~ Banishment from Scimitar.

(Note: Banishment is not a sim ban, But an ic punishment and will generally be temporary)

Vandalism of the Homestone.

Forgery or unauthorized use of a city seal.

Spying for an enemy of Scimitar

Sedition Incitement or rebellion against of the government.

Unnecessary torture of a citizen resident or slave of the city.

Public Flogging

Face Stripping of a free woman (Unless in process of collaring)

Non Consensual sex with a free person of the city.

The force collaring of a citizen of scimitar by another citizen.

Lodging a false allegation against another citizen.

Theft of property , including slaves and other material goods.

Imprisonment

Carrying or Brandishing illegal weapons in the city.

Free Woman dressing in a Scandalous Manner.

Impeding an official investigation.

Breaches of the city's Peace.

Reduction to Slavery

Adultery (Applies only to Companioned Free Woman)

Repeated Occurrences of a Free Woman dressing in a scandalous manner.

Repeated Occurrences of a free woman acting in a scandalous manner.

Couching with another slaves if a free woman or readies herself to couch with another's slave, becomes herself a slave and the slave of the slave's Master.

Civil Laws and Procedures

Citizenship


Any Scimitar Resident may swear upon the Homestone at any meeting of the High Council or by special arrangement with the Administrator or Assistant Administrators, thereby earning the title of Civitus Scimitar. Citizenship is a privilege, not a right, and thus it must be earned. You are expected to owe your allegiance to the city and work at supporting the city and its laws.


Residency


The Free may apply for Scimitar Residency by completing an application and having it approved by their Head of Caste or the Administrator/Assistant Administrators.


Application of City law


1. The Isle of the Two Scimitars is ruled by the High Council, which consists of the Heads of Caste from each of the High Castes. The Administrator and Assistant Administrators are responsible for the day to day operation of the City and answer to the High Council.


2. The Magistrate decides how laws are applied and whether they have been broken. Under authority of the High Council and at the direction of the Magistrate, the Constable or Guard has the right to arrest and detain a Citizen or Visitor for breaches of the peace and illegal activity.


3. The Magistrate answers directly to the Administrator, but remains under the jurisdiction of the Chief Scribe.


Under authority of the High Council, the Magistrate:


Investigates reports of illegal activity,


Weighs the evidence collected,


Determines the level of culpability, andPasses sentence on those found guilty.

A magistrate may issue arrest warrants and order guards to take a person into custody until such time as he can be put to trial.


4. Any Citizen or Resident may request to the Constable or the Guard to make an arrest on their behalf.


5. Any Citizen or Resident may request an investigation of suspected illegal activity by lodging a Citizen's inquiry with the Magistrate.


6. The lodging of false allegations against a Citizen in good standing is an offence and punishable by law. The lodging of false allegations against a Head of Caste is a more serious offence and punishable by law.


7. When lodging and allegation or making a complaint, evidence will be required:The testimony of two eyewitnesses or, A time-stamped notecard history. Hearsay will not be accepted.


8. Those who have the authority to conduct an official investigation are:


The City Constable


The Magistrates


The Administrator


The Medical Examiner or Head Physician


9. Repeat offenders of lower level violations may have higher-level penalties imposed.
