Slave laws of the Oasis of Two Scimitars

As enacted on this 2nd day of the 1st hand of the 3rd month in the year of the Priest-Kings 10,164, Contasta Ar

~~Enslavement~~

1. Force collaring and submissions may be done by the Slavers, members of the High Council, Guards / Warriors, and any other Free Resident of the Oasis of Two Scimitars. Slaves collared on Scimitar soil (City or Oasis) become the property of the Oasis.

2. If a Free Person submits himself to another Free Person, the person receiving the submission has

3 options:

1) They may accept the submission for themself

2) They may accept the submission on behalf of the Oasis of Two Scimitar

3) In case of Warriors only, they may kill the one submitting.

Voluntary submissions must be witnessed by at least one other Free Person. A full record including slave papers will be filed with the Slavers Office. The property of the one submitting thereby goes to the new Owner, including other slaves.

3. Private slaves are the property of their owner and may be used and disposed of as their owner wishes. The Slavers will draw up the contracts and conduct the sale on behalf of the parties involved on request. The transaction must be recorded and a bill of sale issued whether or not the Slavers are involved in the negotiations. All such transaction records will be kept in the Slavers Office.

4. Slavers will administer all sales of city slaves, and must be provided a record of all transactions, including those between households of the Oasis.

5. New slaves to Scimitar will be collared to the city for no less than two hands before an evaluation of their training may make them eligible for purchase by the Free, or deemed fit to serve and branded to the City as city slaves. Within that time their slave papers will be issued, training assigned, and health checks performed, with slave wine and stabilization serum administered.

6. Runaway slaves or lost slaves may be kept in the kennel for a period of one hand. If the owner does not claim them during this period, they will become property of the city. If the owner does claim them, the owner may be held responsible for the paying of kennel costs.

7. Slave Abandonment is hereby defined as lack of contact by an owner with their slave for a period of one hand. An abandoned slave will be turned over to their Protector or their Owner's Free Companion; in the absence of either of these, the slave becomes the property of the city.

8. The Freeing of a Slave must be witnessed by at least one other Free Person. The slave that has been granted their freedom has 1 Hour of immunity from force collaring to dress themselves properly as befits their new station as a Free Person. All records of the freeing of a slave must be filed with the Slavers within 1 Day of such event.

9. The Slavers are to maintain records on ALL slaves of the city, whether city slaves or private slaves. Within two days of their arrival with their master or of their collaring to the City, all slaves (or their masters) will complete a slave registration and file it with the Slavers. Within two hands, the slave will submit to the Physicians for their physical.

10. Per Gorean Merchant Law, City slaves will be marked with the city brand on their outer left thigh. Owners are encouraged to do the same to their property. A clean sharp brand enhances the beauty of a slave. The Slavers will assist any owner in providing an appropriate branding iron and applying it.

~~Behavior and Discipline~~

11. Any slave found to be rude and disrespectful faces the risk of a public whipping or other punishment. It is a proper sign of respect for a slave to kneel when greeting a Free. The exception to this is when a slave is on a task assigned to them by their owner (see below).

12. Typical of Gorean custom, all slaves are subject to correction or punishment by any Free. If you punish an owned slave, please send a scroll of the event to the slave's owner.

13. Per Gorean Merchant Law, it is ILLEGAL to torture a kajira/kajirus unless it is to validate the testimony of a slave at a trial.

14. The interruption of a slave on any task assigned to them by their Owner is considered theft and the owner may request compensation from the offending party. The Administrators or Slavers may override an owner’s assigned task in time of emergency. Slaves are required to greet and say they are on a task, but are not required to kneel in this situation.

~~Weapons and Fighting~~

15. Slaves may carry typical Gorean slave weapons and use them for defense. Additionally, they may carry bows for hunting in the desert and the hills beyond the oasis, and may use the bows in defense of the Homestone if necessary. They may only use these in defense of their owner, companions, and their owner's Homestone. Slaves may only carry simple hunting bows, no crossbows. Slaves are not permitted bladed weapons except when fighting in the arena. When serving the Free, they should take care to avoid touching the Free's bladed weapons as failure to do so can be punishable by death.

16. If a slave attacks a Free first for any reason other than to defend, that slave may be killed. However, if you are raiding the city, it is cause for the slave to defend and strike you, whether or not you have landed a blow. If you kill a slave for a valid reason, send a scroll to the Owner and offer compensation.

17. Slaves MAY bind or leash a Free or another slave during a raid or at the command of a Free.

18. Slaves not the property of the city or a Scimitar Resident may not be armed while in Scimitar, unless they are part of a raiding party, in which case slave weapon laws apply.
